National Council of Georgia (1917-1919) and Legislative Regulations for Democratic Elections

Abstract

The National Congress of Georgia was convened in November 1917. It consisted of elected representatives of Georgian political parties, workers’ councils, city self-governments, national minorities and others. On November 22 of the same year, the National Congress elected the National Council, which initially included representatives of the main parties of Georgia; the Council also included representatives of national minorities. The executive committee was chaired by Noe Jordania. The most important event in the activities of the National Council of Georgia is the adoption of the Act of Independence of the country on May 26, 1918. It is noteworthy that the National Council of Georgia prepared the elections to the Constituent Assembly of Georgia and approved the election regulations.
The purpose of the research is to study the articles of the electoral law of the Constituent Assembly that define the electoral law approved by the National Council, and compare them with the corresponding articles of the electoral law in force in modern Georgia.
The National Council of Georgia - the Parliament of Georgia (1917-1919) occupies a special place in the modern history of Georgia. The National Council prepared the restoration of state independence of Georgia, at the same time, after the restoration of state independence, it was established as a legislative body and laid the foundation for the tradition of democratic parliamentary life, the development of democratic legislation.
