Definition of Authority of the Head of the Government in the 1921 Constitution of Georgia

Abstract

The artilcle deals with the process of definition of the authority of the head of the government and the related debates of 1920-1921, during the elaboration of the constitution of the Democratic Republic of Georgia. Through the analysis of the archival materials different positions of political parties and the Constitutional Commission of the Constituent Assembly regarding the limits of the authority of the head of the government is highlighted. The position of Noe Jordania, which entitled the head of the government with some authority of the president, was enrorsed by the majority. This approach was reflected in the 1921 Constitution of Georgia.
