ახალგაზრდების ჩართულობა საარჩევნო პროგრამების ფორმირებასა და ახალგაზრდული პოლიტიკის განხორციელების პროცესში საქართველოს პოლიტიკურ პარტიებში
Abstract
სტატიაში გაანალიზებულია ახალგაზრდების ჩართულობა საქართველოს პოლიტიკური პარტიების საარჩევნო პროგრამების ფორმირების პროცესში და ამ ჩართულობის ინსტიტუციური განვითარება პროგრამის მიღების შემდეგ. კვლევა ეფუძნება 20 სიღრმისეულ ინტერვიუს პარტიულად აქტიურ ახალგაზრდებთან, პოლიტიკოსებთან და დარგის ექსპერტებთან. თეორიულად ნაშრომი ეყრდნობა ჰარტის (1992) მონაწილეობის კიბეს, დალტონის (2008) მოქალაქეობის ახალი ნორმების კონცეფციასა და შეფსლი-ბონჩეკის (2010) ინსტიტუციურ რაციონალიზმს. კვლევის შედეგებმა აჩვენა, რომ ახალგაზრდების ჩართულობა პროგრამების შედგენაში იშვიათად სცდება მონაწილეობის კიბის ქვედა საფეხურებს და მოსმენის დონეზე რჩება. მსგავსი ხარვეზი გამოვლინდა პროგრამული ვალდებულებების განხორციელებაშიც, სადაც სისტემური მიდგომის ნაცვლად ლიდერზე დამოკიდებული გადაწყვეტილებები დომინირებს. ცალკეული პარტიის მაგალითი მოწმობს, რომ ეს არ არის უნივერსალური კანონზომიერება. ქართულ პარტიულ სივრცეში ახალგაზრდული ჩართულობის ხარისხი მეტწილად პარტიის ხელმძღვანელობის ინდივიდუალურ არჩევანზეა დამოკიდებული და არა სისტემურ სტანდარტზე.
