According to Ivane Javakhishvili, the political situation around Georgia at that time was as follows: Russia was weakened and disintegrated, while Ottoman became stronger. That is why the danger of Georgia comes from the south. Because of this, Georgia should try to keep its back safe in the form of the North Caucasus during the expected complications. To achieve this goal, it is necessary to establish cultural ties with the North Caucasian peoples and make them allies. The most effective way for achieving this goal, will be the research and teaching of their languages and culture at the Georgian University, where North Caucasian youths will also learn, and after learning the profession, imbued with the love of Georgia, they will return to their homeland.
