A Form of Patrimonial Governance in Modern Georgia

Abstract

 The development of modern technology is followed by the rationalization of human behavior, which excludes any superfluous and ineffectiveness. This trend is particularly evident in the service sector, where IT technologies are used. At the same time, the industry is experiencing changes, introducing the kind of certain devices and processes that require minimal human participation. These transformations involve changes in the economic behavior of business entities. However, the current system of government in modern Georgia prevents and opposes these changes. Any rationalization implies action based on an abstract system of rules. The form of government in Georgia shows that the government is above the rules and can exercise power without any restrictions. The article presents the contradiction between the rationalization of modern production technologies and the state administration system in modern Georgia.
