The Nagorno Kharabakh Conflict of 2020 – A Change in the Security Architecture of the South Caucasus

Abstract


In1999aftersigningtheBishkekpeaceagreementbetweenAzerbaijanandArmenia, theactivephaseoftheNagorno-KarabakhconflicthasfinishedthathasbroughtsignificantstabilitytotheSouthCaucasusregion.

Bothsidesoftheconflicthavechosendifferentpathwaysofbuildingthesecurityarchitecture. ArmeniahasjoinedtheCollectiveSecurityTreatyOrganizationwhereRussiaisthemainguarantorofthesafety. Atthesametimeon20thofaugust2010,ExtendedDefensePactwassignedbetweenArmeniaandRussiathatimpliesadditionalsecurityguarantiesforArmeniainexchangeofanincreasedRussianmilitarypresenceonArmeniansoil.

WhatconcernstoAzerbaijan, in1999itlefttheCollectiveSecurityTreatyOrganizationalongsidewithGeorgia. On21thofDecember2010, TheParliamentofAzerbaijanratifiedtheAgreementonStrategicPartnershipandMutualSupportsignedbetweentheAzerbaijanandtheTurkey - thathastakentheirmilitarycooperationtothenextlevel.

Itisundoubtablefactthatfrom1994until2020, situationbetweenAzerbaijanandArmeniahasdeterioratedmanytimesovertheNagorno-Karabakhconflict, butthesecuritymechanismsoftheAzerbaijanandArmeniahaveneverallowedthefull-scalemilitaryescalation.

Thebestpatternfortheaforementionedjudgementisthe2016FourDayWar - thatwasneverescalatedintothefull-scaleconflictregardlessitsunprecedentedsizeandthenature.

Thearticleisdedicatedtorepresentthat2020Nagorno-KarabakhconflicthasdramaticallychangedthesecurityarchitectureoftheSouthCaucasusRegion.
