Abstract


Many researchers believe that the issue of combating corruption in Georgia was exceptionally acute after the collapse of the Soviet Union, and after the Rose Revolution in 2003, the level fell sharply and remained so in the coming years. Often, politicians and experts present the results of anti-corruption reforms either as excellent, or contrary, refuse to see their positive impact on Georgia. A balanced scientific analysis is necessary to see all achievements and failures of anti-corruption reforms in Georgia. The purpose of this article is to explain the reasons for the spreading of corruption and organized crime in Georgia and methods implemented to combat them. It is interesting to analyze how this small country was able to cope with some challenges, and disable with the other ones, what mistakes the Government of Georgia made and what obstacles stood on its way of combating corruption.
